Why the second one waits
Because a bonus paid at registration is not a welcome, it is a target. Every platform that pays for a sign-up alone gets an industrial quantity of accounts created solely to collect it, and the money for that comes out of what real users could have earned.
Tying it to three confirmed offers means the bonus goes to people who actually used the app. It is a duller mechanism than instant cash, and it is the reason the offers themselves can pay what they pay.
